mroberts 37fc3fb291 Fix audit tool bootstrap and add per-run preflight
audit-code install-tools.sh:
- Buffer the opengrep release JSON before grep -m1; curl died with (23)
  under pipefail when grep quit early.
- Use ${m}: in the PowerShell block; $m: parsed as a scope-qualified var.
- On Arch, skip paru/yay when pacman -Q shows every package installed,
  since --needed still invokes sudo.
- Add --check-only (fast, installs nothing, non-zero naming missing tools)
  and --user-only (no system package managers, no sudo).

log-run.py (both skills): put the skill dir on sys.path so running it as
a script from any cwd no longer raises ModuleNotFoundError.

audit-terraform: move deps from requirements.txt into pyproject
dependency groups and add scripts/install-tools.sh (uv sync --group tools,
then check trivy, tflint, tofu, terragrunt, gh).

Both SKILL.md files gain a 0.5 Preflight step and call scripts through
uv run --project ${SKILL_DIR}. tools_unavailable is now a map of tool to
exact install command; audit-terraform skips trivy when absent and stops
with an install hint instead of crashing when tofu/terragrunt is missing.

mroberts f5934181ec Move the code and terraform audits into the reviews plugin
Copy the standalone code-review and terraform-review skills into
plugins/reviews as audit-code and audit-terraform. The rename separates the
automated, linter-driven audits from the guided review-pr walkthrough that
already lived here.

Resolve bundled script paths through ${SKILL_DIR}, exported in a new step 0.
CLAUDE_PLUGIN_ROOT is not set in the Bash tool environment, so the obvious
substitution would have expanded to nothing and broken every collection
script invocation.

Replace the PLAN and DESIGN docs with READMEs written from the current
SKILL.md and scripts. The old docs had drifted badly: they named semgrep
where the code calls opengrep, scoped five review agents where there are
now eight, and predated Lua, PowerShell, and GitHub Actions support.

Add CONSISTENCY_NORMS to the audit-terraform agent inputs. The collection
script writes consistency_norms.json and the agent prompt declares it, but
SKILL.md never listed it, leaving the variable unsubstituted.

Drop the --ingest-verdicts instruction from both skills. review_stats.py
parses no arguments, so the ref-mode verdict template it told users to feed
back could never be read.

Point audit-terraform's smoke test at README.md and resolve its fixture
paths relative to the test file rather than an absolute home directory.

Tests: 197 passing (audit-code), 106 passing (audit-terraform).

mroberts 129354cda8 Read hook payload from fd 0, not /dev/stdin
Claude Code delivers the hook payload on a socket. Opening it by path
('/dev/stdin' -> /proc/self/fd/0) fails with ENXIO, so bash-guard.mjs threw on
every invocation and its bare catch exited 0 silently. The guard looked like it
was never dispatched; it was dying on line 29 each time.

readFileSync(0) is read() on the descriptor with no open(), which works on a
socket. The catch now logs instead of swallowing, so this failure mode can never
again masquerade as non-dispatch.

Adds test-bash-guard.py, which drives the guard over a socketpair. A pipe would
not reproduce the bug, so the socket is load-bearing. Verified failing against
the pre-fix guard (silent, no output) and passing after.

Removes the five diagnostic probes and probe.mjs; they served their purpose.
Bumps to 1.0.2 because the plugin cache is keyed by version and an unchanged
version silently skips reinstall.
